Since early systems did indeed have an issue with excessively high fan speed. The cause was that, with an older retimer firmware version together with an older BMC firmware, there could be problems such as temperature overestimation (e.g., exceeding the actual temperature by more than 20°C). This in turn would trigger an overly aggressive thermal response.

The retimer firmware is included in the latest BMC firmware, but it will not be updated automatically and must be updated manually. 

 retimer FW command via ipmitool:

read temp

 raw 0x3a 0x5 0x01 0 

get fw verion 
raw 0x3a 0x5 0x0 0      #02 0c 5e is the latest version

manual update 
raw 0x3a 0x5 0x10 0
